2009 GPAC Update


Maui Planning Commission completed the Review of Maui Island Plan maps Sept 15 2009.  The Maui County Planning Department has also reviewed.  Now it goes to the County Council.

What happened? Brief synopsis

UGB= Urban growth Boundary
DEDBT- state agency that provides population forecasts to county.

Planning Commission adopted an UGB that adds 500 more units to West Maui – a total of 3000 more units than are needed! This includes a new town (1500 units) at Oluwalu.

Central Maui had one project area expanded- 1100 unit “Waikapu Town Center” near Tropical Plantation. Jesse Spencer Ma’alaea project not included in UGB, but A&B’s new “town” of Waiale (400 ac/ 3500 units) was. PC heard citizen concerns and removed 31 ac from Waihee “Country Town” designation.

Northshore had last minute ‘gift” to A&B 50 acres of Hana hwy land in Ku’au added to in UGB (not supported by GPAC or Plan staff because plenty of other lands in UGB) but UPCOUNTRY: giant Haliimaile (3000 units) and smaller Haliimaile (80 acres) left out and Kula Ridge (next to Kula com Center put in UGB.

South Maui- PC had deep debate over size of Makena and no vote could be reached on that map except to re designate a few parcels near Natural Area Reserve from Rural to AG. North Kihei has a whole new ‘city” of 2000 units that may be built mauka of Piilani Hwy.

East Maui had rural zoned lands makai of Hana Hwy and east of Hana town re-designated to AG at community request.

West Maui

NEW:

Coastal buffer zone along any undeveloped shoreline parcels from edge of water to a minimum of 400 ft mauka from Launiupoko to Ukumehame.

20 acre Rural Service center in Makila (Launiupoko ag lands) in trade for no development on 20 lots just mauka of a Honoapiilani Hwy, Rory Frampton announced that this would be acceptable to the owners andthat negotiations were underway w/ County staff.

Olowalu development approved with only lands in original plan mauka of honoapiilani Hwy. (Not sure if number of units the same). There was discussion that mauka lands may function as a wetland…

Central Maui

Highlites:

Director’s Map approved by PC with green buffer space between Waiale reservoir and Maui Lani Golf course. (GPAC removed this green buffer after Maui Lani complained)

400 acre Waiale development site approved, but includes a significant (100 acres or more) as cultural preserve as recommended by GPAC.

NEW:

1100 units approved around Tropical Plantation

240 units/ 53 acres of Pu’unani project approved between Waikapu town and Kehalani: (project proposed 758 units)

Infill numbers boosted : Wailuku-100 units to 125

Kahului 200 units to 500

31 acre Waihee “country town addition” was removed from UGB

100 Wailuku Country estates lots proposed to be in rural district, were placed back in AG at resident’s request.

Hale Mua project was debated, but left in.

13 AG lots in Spreckelsville were left out of UGB and put in Rural GB.

Commissioner Hiranaga challenged staff to remove airport beach lots “not owned by state or Coastal land Trust” from Rural GB and place them in Urban. No vote Staff will review.

Ma’alaea mauka (240 ac / 1000 unit Jesse Spencer “Honua Kai” project) left out of UGB as recommended by GPAC & Director

South Maui (North Kihei to Makena)

Highlites:

Kaonoulu village (north Kihei mauka of Piilani Hwy by Gas express) reduced from 2400 units to 1500 units (651 acres)

Director’s UGB for North Kihei adopted with one section of Ohukai village added above proposed new mauka road (hotly debated).

Staff analyzed 1200 potential infill units on existing parcels and added 400 units of infill in Kihei NEW Units matrix.

Makena Map NOT ADOPTED- 4 commissioners supported the GPAC UGB with 1/2 of Makena Resort lands removed from UGB. 3 commissioners supported Director’s version. w/ all of Makena left in UGB.

NEW:

Several parcels of undeveloped land south of Makena Resort golf course were changed from RURAL to AG to lower density and protect reefs.

Land around the Makena Resort sewage treatment plant was added to the UGB

North Maui (Haiku & Paia-Ku’au)

BAD: 50 acres of hana hwy land in Ku’au added to UGB for A&B development wish list .

80 acres of Hamakuapoko lands removed from RGB

Upcountry Maui
